Optimized Archive Larger than Requested

I set the job (version 1.2) to “optimize archive for copying to” 4.7Gb single-layer DVD. The finished media are (Media-01) 3.99Gb and (Media-02) 7.99Gb I thought maybe I had set it incorrectly so I deleted and archived again, same results. I need to burn these to DVD, what could be causing this to ignore the 4.7Gb setting?
