How do I stop users from being able to create their own applets?

Administrators can install Formativ Runtime or Express, which are applet runtime versions and which only allow the execution of Flexalocked/Encoded applets. Flexalocked/Encoded applets are created with Formativ Studio, Creator (Formativ 2.0 and later), Admin or Developer (Formativ 1.6 and ealier). Applets are stored in either eDirectory/NDS Formativ applet libraries or in the user's 'local' Formativ folder.
